WHY UCL MATTERS

A growing number of children and youths in Uganda are leaving orphanages and care facilities. This is due to more family strengthening and child resettlement programmes, better oversight of child care facilities, which results in many closures, and the natural aging-out of the children in the 600+ orphanages. As a result, care leavers’ rights, needs and special circumstances now require an urgent response from government, civil society and other duty-bearers.

Uganda Care Leavers (UCL) is a response to that need. It is a social welfare project designed to support children, youths and adults who have spent all or part of their childhood in institutional care.
